		<description>I suppose the challenge is for a jurisdiction to manage its portfolio of locations against a portfolio of alternative current and future uses to achieve the best outcome for the community. Not every proposed use would necessarily meet the base threshold to actually achieve space allocation. 

Where there is head on competition for alternative uses, on a first principles basis the use that generates the highest return for the community should receive preference. The forms of return would be identified (economic, social, sustainable) and appropriate weights  accorded to each. A skilled economic modeller would be able to develop a clear recommendation based on a set of agreed facts and assumptions.</description>
